I saw somebody link to a study today that found that IZ policies are generally associated with a one-third reduction in homebuilding. Does anybody know what it was?

The study also finds that IZ hurts almost all renters. It barely helps low income renters on average, because a few low income renters win the lottery and are much better off. But all the other low income renters are worse off.
