Btw: along with Maine, I'd suggest Dems look to Iowa for clues on why 287(g) hasn't taken off in some states, esp. relative to their neighbors. Iowa only has 2 active agreements: the state Dept. of Public Safety + Marion County sheriff (pop 34K, just outside Des Moines).
