How Japanese Policymakers Talk About Integrating Immigrants without Saying “Immigrants”Migration continues to be a major area of policymaking globally. Decisions about how to best manage the economic and social impacts of more diverse populations represent important policy challenges…psjblog.net

Overall, we argue that examining how policymakers "imagine" integration on paper matters for how these policies get implemented. And, a better understanding of Japan's approach is important is its own right, as other countries in Asia and elsewhere turn to immigration amid population challenges.

Finally, implementation happens through practical services like translation and disaster preparedness, as well as classic intercultural means like festivals. Notably, these arise with the help of leaders within foreign-born communities, immigrants' children, and exchange students.

Second, the documents justify coexistence on several grounds. They particularly emphasize the growing size and diversity of foreign-born inflows, population ageing, and a view of globalization as both a driver of change and an opportunity for Japan.

First, multicultural coexistence prioritizes foreign residents and native-born Japanese relating with each other on equal terms. This involves mutual effort by both groups while emphasizing their “naturalness” by using visual metaphors like atoms or trees.

Through 2025, 2/3 of prefectures had plans describing how they would apply multicultural coexistence. These places tend to have higher shares of foreigners, but causality is hard to pin down. Rather, we examined all of them to understand how they conceive, justify, and achieve coexistence on paper.

While the word "immigration" doesn't tend to appear in Japan's politics, the country still engages with newcomers using the term "multicultural coexistence" and devolves responsibility for this approach to prefectures. As an incentive, publishing plans attracts funding. But what's in them?

Policies practically impacting immigrants often appear at subnational levels. While promoting these individuals' integration may mean well, it's not always clear what the goals are or how to achieve them. Japan is very instructive as it considers immigration to address acute demographic issues.

I once did this in a grant application using the dagger/cross (†) to differentiate among some names in a list, and a more-senior friend gently suggested I use something else because in their field "that usually means they're dead." Oops.
