I think you saw a similar dynamic with benefit payments, where increases tend to only happen once a year even if prices are going up each month, meaning that even when benefits technically increased more than prices for the whole year,

I think the exception is when the property damage is meant specifically as a threat/proxy for personal violence, like settler vandalism/arson in the West Bank.
