A case study of automakers illustrates this: EV leaders (Ford, GM, Tesla) push for stricter standards & EV incentives. Laggards (Toyota) lobby against CAFE increases & ICE phase-outs. Same industry, opposite politics, driven by relative exposure.

Different exposures → different targets: 🔬 Opportunity-exposed firms lobby the DOE (R&D, subsidies, tax credits) ⚖️ Regulatory-exposed firms lobby the EPA, DOE, and Congress 🌪️ Physical exposure: weak, untargeted

Main finding: Firms with greater opportunity & regulatory exposure (relative to industry peers) are far more likely to lobby on climate. Physical exposure is weak as a driver: long time horizons & diffuse benefits undercut the case for political action.

To measure exposure, we use quarterly earnings calls from 11,705 publicly traded firms (2001–2023), capturing how execs & investors discuss climate opportunities, regulation, and physical risk. We then link this to US lobbying activity via @LobbyView.

Climate change exposes firms in very different ways: market opportunities, regulatory threats, and physical risks. We argue these distinct exposures shape whether firms lobby, how much they spend, and who they target.
