I think the issue is that the term 'e-bike' is used for a whole range of 2-wheelers. Those with a max engine power beyond X or a top speed beyond X shouldn't benefit from the same rules as less powerful models. Maybe they need to be subject to the same rules & licensing as motorcycles.

It's not that regular bikes are unsafe - it's that the protective infrastructure [lack of] for two wheelers is woeful. It's the cars and drivers on the road that make it dangerous to bike.
