And personally, I don't like the free rider problem. My city has a large number of people commuting here from the suburbs. With free fares, they'll be benefiting from our infrastructure while not contributing to it. You can call me spiteful and uncompassionate but I'm not a fan.

Even you managed to raise taxes to cover the gap you have no lost the opportunity to use that tax money for improvements, rather than running as fast as you can to stay exactly where you are. And riders want reliability and coverage more than they want cheap or free fares.
