You were right @Katie_Bergh! "Lifted" is being used to describe taking food assistance from families, children, and veterans thanks to the $187 billion cut to SNAP and other harmful policy decisions.
Katie BerghI suspect we're going to see a lot more of "lifted" as a euphemism as the full brunt of $187 billion in SNAP cuts — the deepest cuts to food assistance ever enacted — hits low-income families struggling to afford groceries.
H.R. 1’s SNAP cuts have already resulted in hundreds of thousands of low-income people losing the food assistance they need to afford groceries. This farm bill proposal would make further misguided policy changes while ignoring the urgent need to address this harm.

🎯 How much states will be required to pay for SNAP benefits is based on administrative errors identified from October 2024 to September 2026. HR 1 passed in July 2025 and guidance from USDA came months later. Not a lot of time.
