The driver had to continue his journey on foot and the car is not allowed on public infrastructure until the exhaust is properly muffled
The most important achievements came from neither. The wheel, fire, agriculture or animal husbandry just emerged. In more recent times, achievements came from both since most private achievements are underpinned by public research while few public achievements are possible without private suppliers.
