When I say economic law I mean Adam Smith and David Ricardo established this fact in the 18th century. Landlords cannot pass down property taxes to tenants, it's not possible.

Scandinavia is an interesting case with a lot of housing problems under the surface, though they have managed to maintain low levels of street homelessness through very strong social safety spending

Ok let's remove Balkans entirely from discussion. Homelessness is a problem of affluence. Emerging or middle-income areas do not have this problem. France is an important discussion point, as is Italy. Both these countries are extremely urbanized in a few metros, and giving away homes in others.

Now, most of these places have less of a homeless problem (except UK). That's true. But they certainly didn't get these results through taxing vacancies and short term rentals! In most of Europe these kind of property taxes are woefully low!

I could add more candidates to this list: Luxembourg, Sweden, Netherlands

As someone who spends a great deal of time in Europe, I can say they are dealing with much of the same fundamental problems we are. In the richer parts it's just as hard to afford to buy a house off a median salary as it is here in CA.
