Administrative capacity I would say matters more if you care about taxing people amounts they can pay without starving, and not double taxing people. If you don't give a fuck about either it's easier to administrate an unfair and arbitrary tax system than a fair one while illiterate

Did you read Sullivan's paper? This is precisely the outcome she was advocating for. Can you point to anything in her paper indicating she supports an option for trans people to not be recorded as our birth sex in any situation where sex/gender information is being collected?

Both data sets included is also forcing outing of trans people for whom it's not medically relevant, and in situations where it's not relevant. The issue here is outing, not "gender validation"

The proposed system (and Sullivan's) are not a judgement based system. The previous system, where in rare cases where a patient doesn't have capacity, information can be shared against their wishes, allowed judgement. It also allowed you know, explaining this to the patient and asking!
