In short, the only requisite you have to meet to get a drawing commission is don't be a sleazy scumbag.

The rest of the times where I couldn't accept characters was only due to time constraints, some whom I felt terrible with because they never returned from what I can only assume was a sense of rejection. Then I found waitlists were a thing so that got added in the ToS pretty quickly.

And another where someone described an OC but instead sent a manner of anime screencap moodboard like expecting a design freebie. Mind you, this was around the time when I was taking dirt cheap commissions.
