I got it. I've been watching Lets Plays looking for inspiration, and I came across "Silent Debuggers" for the TurboGrafx 16 www.youtube.com/watch?v=rxbc.... It's an early survival horror/dungeon crawler. The gameplay loop (clear floor -> return to base) has a ton of narrative opportunities too.

Tried out Boltgun. It's pretty shallow, but there's an armor pen. mechanic that ads a little, and there's some really nice pixel art and visuals, but the enemy AI is really basic and there's no story to speak of. Some performance issues too. It's fun for what it is though.

we've been kicked off twice for the same "mistake" before : Some asshat seeing my place of birth and deciding I'm not *actually* a citizen. They fixed it eventually both times, but its a huge amount of effort and stress to us for no reason, which is the point I suppose.
