Basically you should never even draw your firearm unless it's a situation that requires or is likely to require shooting to kill. Shooting to disable is just a tv/movie thing.

Shooting a moving target, especially with intent to shoot a person is extremely risky and nobody is trained to target arms or legs with a firearm. It's also not really less lethal to aim at someone's leg you just increase the chance of missing and hitting someone else or not stopping the threat.
