Absolutely! This used to drive me bonkers as a child. People don't get absolved of their sins upon death. The implication is that anybody wronged has to STFU, and that the blame shifts to the victims, if they should dare speak out. It's utterly wrong, and I'm also suspicious of anyone who says it.
