I think it's literally Lovecraftian. Lovecraft, who originally grew up sheltered and affluent, wrote about how encountering people of other races and religions was so unthinkable he could only portray it through hyperbolic terror. The Shadow Over Innsmouth ends with such people in camps and bombed.
