There is always a built-in caveat. “We must rejoin the EU … in my lifetime.“ “We must cap political contributions! But with a high cap at first, then gradually lowering it.“ etc.

I am willing him to be OK, but I am really worried. I'm looking for the caveat in all his statements, and finding it.

And it absolutely should “be *an option*”. Not a commitment. He builds in get-out clauses into all his statements.
