I think this kind of scolding is ineffective when these people proudly and visibly never show shame. Every couple weeks they drag one of these bozos in front of an 'oversight committee' to yell at them and they're all like "hell yeah I'm crappy at this, Poindexter" and chug beers with hockey teams
