Also, YES there can be overlap. Like if you’re from Mexico you can be both Hispanic, and Latino. But the words are not synonyms. 

As far as Andorra goes, yes Catalan is the only official language, but Spanish is widely spoken and understood by a large portion of the population. So they in theory and practice could call themselves Hispanic. I hope this helps.

Spaniards are Hispanic because they hail from a country that overwhelmingly speak Spanish. Folks from Equatorial Guinea can be considered Hispanic because Equatorial Guinea, which is in Central Africa, is the only sovereign African nation where Spanish is an official language.

If you are Hispanic. That means that you come from a country that predominantly speaks Spanish. Whereas if you are Latino, that means you come from a country that is in Latin America. Another example of being Hispanic, but not Latino is folks from Spain, Equatorial Guinea, and Andorra.
