Schengen and free movement is a great and laudable ideal but from a legal point of view it is quite a frail construction bound to crumble under political pressure. /3

It also contextualises the current low-ambition EU-UK “reset”. The UK-EU summit produced what the current debate treats as progress: a SPS deal, an emissions trading linkage, a youth mobility scheme. These are welcome, but they are tactical fixes for a structural problem.

They find that more than half (53.8 %) of the individual products previously sold by UK exporters into EU markets disappeared after Brexit. Since the overall value of trade fell by much less, the figure demonstrates the outsized impact on SMEs & the concentration effects of trade in larger firms.

Of course this cuts both ways. Rather than driving a wedge between London & the EU, it could equally deepen the logic of rapprochement. If the EU does look to enforce defences in critical sectors, as it has done with steel, it begs the question for the UK, ‘do we need to be a bit more joined up?

One the one hand, UK could continue its own way and not impose high tariffs as the EU or employ the CBAM mechanism. This approach nonetheless will provoke tension with Brussels & other European capitals that the UK could become a back door to the EU single market for cheap Chinese industrial goods.
