To be clear, envelopes are counted as parcels when they don't meet the bullet points above. So if you're sending a letter that weighs 4oz, it's a parcel. If you're sending a letter with a license plate inside, it's a parcel.

Large envelopes (12"x15" max) count! They just cost more. Keep in mind that envelopes are terrible ways to send things like loose earrings or wallet cards. The machines literally bend the envelopes (see video) and anything rigid will rip through the paper and get lost. youtu.be/c4nj7IH_fik

www.usps.com/ship/first-c... The non-machinable pricing gets a bit complicated, but as long as your envelope is: - flexible (cardboard is fine, sheet metal is not) - uniform in thickness (not lumpy) - less than 3/4 inches in thickness - less than 3.5oz you can ship it as First Class.
