Doing PoliSci in Italy I once had an exam that had no relation whatsoever with the coursework. The latter was history of European political institutions from the early modern to the early contemporary, the former was comparative constitutional law of Italian states preceding the Italian Republic.

My personal opinion is that none of that makes sense in political discourse because the electorate at large cannot distinguish such smaller points, and that is why you should not hold referendums on foreign policy. The Italian constitution explicitly forbids it.
