those losses are paid out to a consistent cohort of 5% of bettors, so it's not a generalized distribution - 95% of the bettors are just lighting their money on fire.

I think this ('56 natl platform) needs to be considered in the context of the US being an apartheid (jim crowe era) state at the time. these policies were understood/intended to benefit primarily whites.
