It's what NZ/Germany do. Voters in most states would cast a district-rep ballot and a party-list ballot, and states would send a total number of reps that is proportional to party support. Nonpartisan redistricting would improve this proposal, but partisan gerrymandering would be useless

A PR bill doesn't have to result in members "voting themselves out of a job." I like the open-list PR Lee proposes, but another proposal would double the size of the House and require mixed-member PR: preserving the same districts that currently exist but adding ~435 compensatory party-list seats.
