This is a terrible idea that will harm US competitiveness. The US has benefitted enormously from its export of knowledge and research training, and the administration's anti-higher-education + nativist attitude is actively harmful to the US economy and innovation now and decades into the future.

Beshear is trying to finesse this. The longer it goes on, the more Charles Booker (D candidate) can hammer that the Kentucky R party is so corrupt that they are propping up someone who is dead or incapacitated. A coverup imploding this weekend would be best for Beshear's political ambitions.

The Roman republic fell because of those reasons + rich generals could have private armies + the gradual erosion of constitutional norms. Lots of "no one's ever had the nerve to try this before" governmental gambits in a system with no written constitution.

True, but even if they reshape only 5% of that, it could be enough to destroy the NSF, for example. But you’re right, it’s malpractice to report this like it’s a royal decree with the force of law.

In all seriousness, I don't think it's out of line to worry that if implemented, this could be a mechanism to somehow take already cut back agency funds and hand out awards to individuals, possibly many in private/for-profit companies, without peer review and with nontransparent criteria.

You’re right, except that OMB *seems* to be able to direct some agencies’ spending in ways that diverge from their Congressionally approved budgets, and the majority in Congress seems willing to let this happen. It makes a mockery of article I, willingly.

I mean, crimes aside (ahem), Nixon did back the formation of the EPA, OSHA, affirmative action, and a try at universal health care. Somehow I doubt the people discussed by the WSJ are supportive of those policies.
