The truth is, most elections are decided by 38% of voters in key battleground states. An 80% voter turnout is unheard of in modern elections. The 2020 (COVID) election drew a modern peak of 66.6% of voters. Trump lost to Biden because he stupidly told his MAGA base not to vote by mail.
