He should do what McConnell himself would have and simply declare that law is unconstitutional, assert that Mitch is dead and appoint someone, and then see what the fallout is.

As Trump deteriorates and the Iran war just stays exactly where it is without improvement and our missile supply dwindles, the likelihood that Trump will use the nuclear weapons he has longed to fire grows. As it's his decision, on a personal level, what can you imagine would stop him?
