I'd also go for Lando Mallori from Babylon 5. Not a true villain as such, but a very flawed man who Wants the best for his people but makes a deal with the devil so to speak which he then spends the rest of his life to try and put right once his people suffer the cost of that bad decision.

I'd get a copy of the bank statement, highlight the payment in question, and send a written letter of complaint to whatever dept handles public transport with a threat in the letter to complain to the relevant watchdogs because it's a mistake on their part your being unfairly punished for.
