The savings come from denial, not from catching theft. This is the part to understand clearly. When the government "saves money" through these requirements, the savings overwhelmingly come from eligible people falling off the rolls, not from thieves being stopped.

Eligible people lose benefits. Not fraudsters, eligible people who cannot easily produce the paperwork. The same populations every time: the elderly whose documents are lost or in a maiden name, the disabled, the homeless with no fixed address to receive mail, rural people.

"Prove your identity before benefits flow" turns into "produce specific documents," a birth certificate, a passport, matching paperwork, before you can get food or health coverage. And the moment it is documents, not just a database match, it stops being about fraud and starts being about attrition.

SNAP, Medicaid, and TANF already verify identity, match Social Security numbers, and, under the 2025 reconciliation law, now check death records quarterly and transmit SSNs monthly to catch duplicates.

Now the math. It calls errors fraud. SNAP's 10 percent is the improper-payment rate, mostly caseworker mistakes and underpayments. Real recipient fraud is near 1 percent. Medicaid's rate is 6 percent, not 20, and most is provider billing, which no ID check touches. The trillions are invented.
