It's hard to work towards goals for the benefit of humanity when BS like this could get pulled out at the highest levels. (See also the vehicle fuel efficiency, I'm not sure if I'm remembering it right but vehicles were incentivized to get 'greener' and manipulated the metrics to get bigger).

Absolutely unacceptable behaviour but I'm also not surprised. Funding in my PhD was terrible and my department alloted TA positions. RA positions were shrouded in ambiguity wrt when it was deserved. Faculties rather than profs should be responsible for student funding. 1/
