Electoral system choice is one of those decisions that really isn't a great one to be made via mass electorates. It's genuinely hard! Better to do what British Columbia did and have a citizen assembly consider it, just don't institute a ridiculous supermajority requirement in the referendum after:

All landed in the 20s/30s both for and against, with a high share of don't knows. RCV is the most polarized by party. PR has the least opposition and most unsures.
Fetterman reversed himself on abolishing the filibuster. There's lots of possible explanations, but one you should bear foremost in mind is how the Senate socializes its members into its deliberative traditions, which do actually have democratic value. But it breaks the rest of the political system!
