Unlike most states, Pennsylvania actually saw ACA plan selections *increase* slightly during Open Enrollment...but actually *effectuated enrollment* quickly fell behind 2025 starting in February, and has continued to fall farther short every month since then. As of July, it's down over 10% y/y.
