I am assuming that the role of the academic researcher, when acting in their professional position, is information provision and not political advocacy. Well informed people are encouraged to engage in political advocacy activities, but this is not typically part of a researcher's job description.

One obvious way is by developing lower cost technologies that are improvements over current technologies, but what about someone who lacks skills needed for such technology development?
