Not mentioned in any of the comments is his wife DIED. That alone can have a huge impact and will take years to reconcile . So, he looked after his kids and also needed to process the grief of losing a spouse

I wish there were more consequences when drivers do this sort of thing. I know taking their car would be unpopular but at least make them pay for the damage
