I don't know the specific context around this quote but it looks like it might be referring to situations where vehicles aren't required to stop. If operating within the rules then adding social norms makes the vehicles more predictable which makes traffic flow better and safer.

So far as I am aware, most carbon capture projects fail on measures of cost and actual carbon captured. It looks like carbon capture is more fantasy than reality and might just be a delay tactic for the fossil industry.

Trans-Mountain has profits of 1/2 billion per year. It cost 40 billion to build. At this rate it'll take eighty years to break even (but probably never will). And now another boondoggle.
