Most companies confuse governance and compliance with security. It's security's role to manage controls which enforce some areas of compliance, which are specified by governance. Governance is set by the board based on legal requirements, regulatory requirements, risk and company goals.

You've raised two different issues here. The location of data centres and the workload they undertake. But you've also missed a third issue, the ability to run appropriate and efficient workloads. Security of these facilities depends on all three.

Remember kids: Data centres are highly susceptible to rodent infestations, which can cause them extreme damage.

If I was insanely wealthy, I'd buy a hillside overlooking a major road and, one night, I'd have a prefabricated wizards tower put up. I'd make sure it randomly puffed out coloured smoke by day and its windows flashed at night as though fireballs were cast. And I wouldn't explain why it was there.
