The Roth IRA is a fantastic wealth building tool and everyone should have one, and we shouldn’t penalize the normal non-million-dollar use of one. There are legal ways to withdraw money penalty-free already. I’d hate to see these accounts replaced with something more “fair”.

Many ways to go about this in a fair way. Could make any gains in an IRA over the $10m threshold subject to UBTI automatically, or could treat them as normal marginally-taxed income. Or could cap the acct size & make withdrawals mandatory but penalty free into a taxable brokerage.
