This is called a "research library." Your local university probably has one that they will let you hang out in. Private, members-only libraries exist, too. A public library is for the public, and that means all ages.

The problem with this argument is that there will ALWAYS be a little room for fraud and abuse, and that's by design. Effective social programs account for it and they're designed to absorb it, because it's the only way to ensure that everyone who truly needs them can access them easily.
