OP says the #DC2050 comp plan only needs to increase DC's "zoned housing capacity" by 3%. But the shortage shows that the existing "capacity" has failed to result in enough units.

As @westnorth.com wrote in @ggwash.org this week (ggwash.org/view/104128/...), "We’re all paying for underproduction" of housing. "it forces people into exhausting and expensive commutes to get to work" … and exhausting and expensive fights over where to put the vehicles they commute in….
