John is and always has been a coward. At some point when this is all over, he's going to try and pull out his weak, half-hearted token opposition to try and claim he was always on the right side.

A good follow-up. Muni electric is known for selling more-or-less at cost (with some obvious variance depending on if it's subsidized by property taxes). Selling at a loss doesn't really solve the food desert or competition problem.
BeijingPalmerat a very basic level, 'this grocery is 30 percent cheaper than other groceries' incentives people to *go to that grocery from outside of the neighborhood.* When you're trying to alleviate a food desert you may not actually want people coming in and clearing the shelves early.
