Much of the war doctrine was changed dramatically in 'the war on terror' because, y'know, they didn't have tanks, planes. As a result, a lot of the weapons they need right now to intercept or shoot down drones and damage infrastructure fell out of style, stopped being manufactured.

I suspect that they can't find enough people to handle every part of the manufactory, won't train anyone, can't use people on a visa because of its national security implications, and thus quite literally can't even produce weapons at the rate they need to

Ah, well, you see, that money just goes to billionaires' bank accounts or pays wages for war criminals. The materials for these weapons are harder to come by, the work isn't consistent enough to keep skilled labor, the places they'd do it--the red flyover states--have been hollowed out.
