Everyone is at risk now, but it's graduated. A student in valid status but with an expired visa isn't really the target here. It's people whose _only_ 'status' is a period of authorized stay because of a pending matter.

I echo Adam, I’m not advising current students not to travel and also yes there’s risk for everyone now, to some extent, so it’s wise to make plans and discuss, esp for travel, with immigration lawyers, more even than it was 18 months ago. And avoid places without habeas/ protection of law.
