He reports his own vibes, not what's happening in front of him. I've seen this in practice. No one should listen to Herndon and his editorializing in his "reporting."
If you look on Getty Images, it looks like Vance was in the Oval Office for the meeting with Netanyahu but not the meeting with Zelenskyy. Presumably because Vance was at the tribute for Lindsey Graham in the Capitol. But they could have held the Zelenskyy meeting at a time Graham could be there...
