That's the real worry. Also international law concerning space object collision liability was written in 1972 when private launches weren't a thing,so the launch state's taxpayers foot the bill for any damage caused.

There is no risk to the moon, itself. It's surface area is nearly 38 million km². The impact crater will be 17m. The risk is the debris the collision will throw into orbit. If this debris damages anything, the launch state has to pay even though it's a privately owned space object.

According to this article the collision course could have been prevented. The consequences of this avoidable blunder will be more space junk in orbit. Elon's sloppiness is going to create hazards for satellites. He must assume financial responsibility for the risks to others' orbiting property.
