So NOAA fairly recently switched from using the traditional Oceanic Niño Index (ONI) to the relative ONI (RONI) for determining the ENSO state. It looks like using the ONI 92/93 was not considered an El Niño winter, but is under RONI. You can read more about ONI v. RONI in our latest article.
