Yes. And doing so would not come at extra "cost", but rather a change of costs: the cost of some people struggling with everyday life would decline, to be replaced with a cost of higher taxes. That's a transfer not a cost.

I agree we're not heading back to the 70s. In that decade, labour productivity grew 2%pa compared to 0.4%pa in the last 20 years. We'll not return to that level of economic performance.
