I believe part of the reason they didn't codify Roe was because they knew if they did, they could no longer use it as a wedge issue. It was electoral politics, that turned around and screwed us all.

I want to emphasize, we lobbied to get them to do it, and they refused, even though they had the numbers to pass a codification or Roe. That's when I started to realize that dems talk a good game, but pass really bad legislation.
