The bill modernizes LCTOP by expanding eligible uses to include transit maintenance, eliminating redundant GHG demonstration requirements for continuing programs, and simplifying Caltrans' administrative role to mirror existing, effective programs in California.

SB 741 incorporates lessons learned across the last decade to improve the program and ensure the accountability requirements are efficient and focused on outcomes that matter.

The bill makes critical improvements to the Low Carbon Transit Operations Program (LCTOP) - one of the state's most important tools for sustaining and expanding public transit.
