New: Here is the letter DHS Secretary Mullin sent to Pennsylvania yesterday. It says they used SSN, however the state did not provide that to DHS, so I imagine they used some other method to match that number to the information on the public voter file.

Also, I just want to note that Lehigh County’s new election director started less than a month ago and there was also a major issue with the mail ballots the county sent out (which originated before his time) so he is really getting thrown into the thick of it.
