Not too long ago, there were no dangerous tank farms in NW Portland. The Willamette River was a braided river that provided a sustainable economy until the river was dredged and the dredge became the liquifiable soil we now find under the aging CEI Hub tank farms. #SafetyFirst #ProtectPCEF
